Notice to All Land owners and Contractors

We would like to remind all land owners currently undertaking construction, as well as their contractors, that under the Community’s cahier des charges, construction activities are strictly limited to the following hours:

Weekdays: 7:00 AM to 5:00 PM

Saturdays: 7:00 AM to 1:00 PM

Sundays and Public Holidays: No construction is permitted

Please note that entry into the Community is allowed from 7:00 AM, and all construction personnel must exit by 5:00 PM at the latest during weekdays and at 1:00 PM on Saturdays. No builders, contractors, or workers are permitted to remain within the Community beyond these times. This means that all construction sites and the Community premises must be fully vacated by 5:00 PM during weekdays and by 1:00 PM on Saturdays.

We have noticed instances of non-compliance with these regulations and wish to emphasize that strict adherence is expected. Continued violations may result in appropriate measures being taken, including—but not limited to—denial of access to construction sites on subsequent days.

Dear Residents,

We kindly urge everyone in our Highland Rose community not to feed stray dogs. While it may seem like a kind gesture, it has serious consequences for our neighborhood:

🔸 Increased Stray Population – Feeding encourages more strays to settle in our area, leading to a rise in their numbers.
🔸 Safety Concerns – Stray dogs may become aggressive, chase children, or even bite.
🔸 Noise & Disturbances – Barking, howling, and fights between dogs disrupt our peaceful environment.
🔸 Health & Hygiene Risks – Stray dogs often carry fleas, ticks, and diseases that can spread to pets and humans.
🔸 Damage to Property – They may dig through trash, damage gardens, or dirty public spaces.

🚨 What Can You Do Instead?
✔️ Contact local animal welfare organizations to report strays.
✔️ Keep your trash bins securely closed to avoid attracting them.
✔️ Encourage neighbors to follow these guidelines.

Dear Residents and Owners of Highland Rose,

The “Conseil Syndical of the Association Syndicale Lotissement Highland Rose” wishes to inform you that we have recently appointed an auditor, PA Financial Consultant Ltd (PAF), to scrutinize the financial statements and related finance documents submitted by “La Mansarde Ltee,” the representative of the said morcellement. This appointment aims to ensure good governance and transparency.

Brief Background of the Audit Firm

PA Financial Consultant Ltd is an accounting firm whose services include the preparation of accounts, tax planning, payroll, auditing, and internal control. Its clients range from retailers, construction companies, private enterprises, self-employed individuals, as well as non-profit organizations and associations. The firm conducts internal audits for private companies and provides advisory services such as implementing internal control systems.

Prosyndic Services Ltd and Elation Property Management Ltd are among its main clients. PAF has worked with these professional syndic and property management companies for over six years, providing accounting services and auditing for their associations. PAF has also audited several associations’ accounts, including Jardin D’anna and Le Bout du Monde, among others.

An audit fee of Rs 18,000 + VAT will be paid per financial year. PAF has proposed a discounted fee based on the fact that it will provide its services for previous financial years’ accounts as well.

Please note that once the audit exercise is completed, we will convene a meeting with all residents to present the annual financial statements and the audit report.
